{"id":3092,"date":"2018-09-02T19:37:20","date_gmt":"2018-09-02T17:37:20","guid":{"rendered":"http:\/\/cpn.congopeacenetwork.org\/?p=3092"},"modified":"2018-09-02T19:37:20","modified_gmt":"2018-09-02T17:37:20","slug":"tribune-dexpression-citoyenne-sous-le-theme-les-elections-sont-une-solution-aux-problemes-de-butembo","status":"publish","type":"post","link":"https:\/\/congopeacenetwork.org\/?p=3092","title":{"rendered":"Tribune d&#8217;Expression Citoyenne sous le th\u00e8me: \u00ab Les \u00e9lections sont une solution aux probl\u00e8mes de BUTEMBO? \u00bb"},"content":{"rendered":"<p>Plus des 150 personnes ont particip\u00e9 \u00e0 une tribune d\u2019expression citoyenne organis\u00e9e \u00e0 Butembo par Congo Peace Network dans le but d\u2019\u00e9couter les diff\u00e9rents points de vue de la population, des acteurs politiques et de la soci\u00e9t\u00e9 civile sur l\u2019apport des \u00e9lections au changement en RDC sur divers probl\u00e8mes tels que:<\/p>\n<p><em>-La s\u00e9curit\u00e9\u00a0;<br \/>\n-Le chaumage\u00a0;<br \/>\n-L\u2019impunit\u00e9\u00a0;<br \/>\n-La violation des libert\u00e9s fondamentales\u00a0;<br \/>\n-La situation du social de la population.<\/em><\/p>\n<p>voulant pr\u00e9venir le cycle de violences qui est d\u00e9j\u00e0\u00a0 pr\u00e9visible \u00e0 travers la plupart des villes et territoires du pays et de la province du Nord-Kivu en particulier,<br \/>\nCes tribunes avait comme th\u00e8me\u00a0: <strong><em>\u00ab\u00a0Les \u00e9lections sont une solution aux probl\u00e8mes de la ville de BUTEMBO?\u00a0\u00bb<\/em><\/strong><u><\/u><\/p>\n<p><strong>\u00a0<\/strong>Ces tribunes avaient comme objectifs sp\u00e9cifiques:<\/p>\n<ul>\n<li>Ecouter les diff\u00e9rents points de vu des jeunes sur l\u2019apport des \u00e9lections aux probl\u00e8mes de la RDC\u00a0;<\/li>\n<li>Montrer aux participants les liens entres les \u00e9lections et les probl\u00e8mes de la RDC\u00a0;<\/li>\n<li>Lister quelques probl\u00e8mes majeurs de la population Congolaise pouvant trouver des solutions par la voie \u00e9lectorale\u00a0;<\/li>\n<li>Amener les jeunes \u00e0 s\u2019approprier les \u00e9lections, en vue de ne plus rester comme acteurs passifs avec le d\u00e9sespoir\u00a0;<\/li>\n<\/ul>\n<div id=\"attachment_3094\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-3094\" class=\"wp-image-3094 size-full\" src=\"http:\/\/cpn.congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5476.jpg\" alt=\"\" width=\"1024\" height=\"575\" srcset=\"https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5476.jpg 1024w, https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5476-300x168.jpg 300w, https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5476-768x431.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-3094\" class=\"wp-caption-text\">Mr Edgard Mateso, de la soci\u00e9t\u00e9 civile BUTEMBO en train d&#8217;exposer<\/p><\/div>\n<p>Selon l&#8217;orateur principal, Mr Edgard MATESO, 1\u00e8r vice-pr\u00e9sident de la coordination urbaine de la soci\u00e9t\u00e9 civile \u00e0 Butembo,\u00a0Pour que les \u00e9lections garantissent d\u00e9veloppement, 4 conditions doivent \u00eatre r\u00e9unies:<\/p>\n<p>1\u00b0) Les citoyens doivent \u00eatre autoris\u00e9s \u00e0 avoir le dernier mot quant \u00e0 la conception et la mise en \u0153uvre des politiques affectant leur vie par le biais de leurs repr\u00e9sentants.<\/p>\n<p>2\u00b0) la bonne gouvernance doit accompagner la d\u00e9mocratie: Cela permettra d\u2019assurer l\u2019existence de normes d\u00e9mocratiques reconnues et entretenues par les citoyens et leur gouvernement. Ce dernier doit \u00eatre proche des gens en impliquant les citoyens dans l\u2019\u00e9laboration et la mise en \u0153uvre des politiques et des programmes qui les concernent.<\/p>\n<p>Par cons\u00e9quent, l\u2019Etat de droit, l\u2019inclusion, la responsabilisation, la transparence, la m\u00e9ritocratie, la protection des droits de l\u2019homme et des libert\u00e9s, et la fin de la corruption doivent \u00eatre les normes et non l\u2019exception.<\/p>\n<p>3\u00b0) la s\u00e9paration claire des pouvoirs entre les organes gouvernementaux.<\/p>\n<p>La concentration du pouvoir et la centralisation sont un lieu commun en Afrique et il est donc difficile d\u2019affirmer cat\u00e9goriquement la diff\u00e9rence entre l\u2019ex\u00e9cutif, le l\u00e9gislatif et le judiciaire.<\/p>\n<p>4\u00b0) la d\u00e9mocratie doit \u00eatre accompagn\u00e9e de tous ses ingr\u00e9dients essentiels, entre autres : pluralit\u00e9, des \u00e9lections r\u00e9guli\u00e8res libres et \u00e9quitables, des contr\u00f4les et des contrepoids, l\u2019ind\u00e9pendance judiciaire, l\u2019Etat de droit, la reddition des comptes, la transparence, etc.,\u00a0 pour garantir le d\u00e9veloppement. Une telle d\u00e9mocratie cr\u00e9e plusieurs centres de pouvoir, lequel est partag\u00e9 dans l\u2019int\u00e9r\u00eat des citoyens.<\/p>\n<p>Il a conclu son intervention en affirmant qu\u2019en soi les \u00e9lections ne sont pas synonyme de solution aux probl\u00e8mes contre lesquels nous sommes confront\u00e9s chaque jour (ins\u00e9curit\u00e9, guerres, manque de routes bien asphalt\u00e9es, de soins m\u00e9dicaux appropri\u00e9s, d\u2019eau potable, d\u2019\u00e9ducation de qualit\u00e9,\u2026) bien qu\u2019elles soient une des\u00a0 voies de sortie.<\/p>\n<div id=\"attachment_3095\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-3095\" class=\"wp-image-3095 size-full\" src=\"http:\/\/cpn.congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5623.jpg\" alt=\"\" width=\"1024\" height=\"575\" srcset=\"https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5623.jpg 1024w, https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5623-300x168.jpg 300w, https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_5623-768x431.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-3095\" class=\"wp-caption-text\">Un participant \u00e0 la TEC de Butembo en train de donner son point de vue<\/p><\/div>\n<p>Certains autres participants se sont concentr\u00e9s sur le cahier de charges que la population doit \u00e9laborer en vue de savoir aussi comment faire le suivie\u00a0? Quel doit \u00eatre le contenu du cahier des charges?<\/p>\n<p>Nombreux parmi eux ont \u00e9t\u00e9 optimiste quant \u00e0 la solution des probl\u00e8mes \u00e0 travers les \u00e9lections \u00e0 condition que \u00e7a soient des bonnes \u00e9lections\u00a0; ceux \u00e9taient pessimistes sont all\u00e9 tr\u00e8s loin en affirmant que nombreux des nos probl\u00e8mes sont entretenus par ces m\u00eames politiciens, d\u2019o\u00f9 la solution \u00e0 ceux-ci n\u00e9cessite principalement la volont\u00e9 de ces politiciens.<\/p>\n<p>Comme dans la salle il y avait quelques potentiels candidats (4 personnes se sont d\u00e9clar\u00e9es candidats), ils ont \u00e9t\u00e9 associ\u00e9s au d\u00e9bat pour donner ce qu\u2019ils pensent comme solution aux probl\u00e8mes.<\/p>\n<p>Congo Peace\u00a0 Network a conclu l\u2019activit\u00e9 en rappelant aux participants que les \u00e9lections est une opportunit\u00e9 pouvant r\u00e9soudre nos probl\u00e8mes si nous \u00e9lisons les hommes qu\u2019il faut, les \u00e9lections peuvent empirer nos probl\u00e8mes si nous faisons l\u2019inverse, ou si nous choisissons les m\u00eames personnes, ou encore au cas o\u00f9 nous choisissons sur bases d\u2019appartenance ethnique, \u00e0 cause de l\u2019argent et autre bien mat\u00e9riel des candidats,\u2026<\/p>\n<p style=\"text-align: center;\"><em>Quelques photos de la Tribune
