{"id":3122,"date":"2018-09-02T19:38:04","date_gmt":"2018-09-02T17:38:04","guid":{"rendered":"http:\/\/cpn.congopeacenetwork.org\/?p=3122"},"modified":"2018-09-02T19:38:04","modified_gmt":"2018-09-02T17:38:04","slug":"tribune-dexpression-citoyenne-de-cpn-a-lubero-tour-theme-elections-solution-aux-problemes-de-lubero","status":"publish","type":"post","link":"https:\/\/congopeacenetwork.org\/?p=3122","title":{"rendered":"Tribune d&#8217;Expression Citoyenne de CPN \u00e0 Lubero au tour du th\u00e8me: \u00ab Les \u00e9lections sont une solution aux probl\u00e8mes de LUBERO? \u00bb"},"content":{"rendered":"<p>Congo Peace Network a organis\u00e9 une tribune d\u2019expression citoyenne dans le territoire de Lubero dans le but d\u2019\u00e9couter les diff\u00e9rents points de vue de la population, des acteurs politiques et de la soci\u00e9t\u00e9 civile sur l\u2019apport des \u00e9lections au changement en RDC sur divers probl\u00e8mes tels que:<\/p>\n<p><em>-La s\u00e9curit\u00e9\u00a0;<br \/>\n-Le chaumage\u00a0;<br \/>\n-L\u2019impunit\u00e9\u00a0;<br \/>\n-La violation des libert\u00e9s fondamentales\u00a0;<br \/>\n-La situation du social de la population.<\/em><\/p>\n<p>voulant pr\u00e9venir le cycle de violences qui est d\u00e9j\u00e0\u00a0 pr\u00e9visible \u00e0 travers la plupart des villes et territoires du pays et de la province du Nord-Kivu en particulier,<br \/>\nCes tribunes avait comme th\u00e8me\u00a0: \u00ab\u00a0Les \u00e9lections sont une solution aux probl\u00e8mes de la RDC\u00a0?\u00a0\u00bb<u><\/u><\/p>\n<p><strong>\u00a0<\/strong>Cette tribune avaient comme objectifs sp\u00e9cifiques:<\/p>\n<ul>\n<li>Ecouter les diff\u00e9rents points de vu des jeunes sur l\u2019apport des \u00e9lections aux probl\u00e8mes de la RDC\u00a0;<\/li>\n<li>Montrer aux participants les liens entres les \u00e9lections et les probl\u00e8mes de la RDC\u00a0;<\/li>\n<li>Lister quelques probl\u00e8mes majeurs de la population Congolaise pouvant trouver des solutions par la voie \u00e9lectorale\u00a0;<\/li>\n<li>Amener les jeunes \u00e0 s\u2019approprier les \u00e9lections, en vue de ne plus rester comme acteurs passifs avec le d\u00e9sespoir\u00a0;<\/li>\n<\/ul>\n<div id=\"attachment_3126\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-3126\" class=\"wp-image-3126 size-full\" src=\"http:\/\/cpn.congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_6251.jpg\" alt=\"\" width=\"1024\" height=\"575\" srcset=\"https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_6251.jpg 1024w, https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_6251-300x168.jpg 300w, https:\/\/congopeacenetwork.org\/wp-content\/uploads\/2018\/09\/MG_6251-768x431.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-3126\" class=\"wp-caption-text\">Mr KASEREKA MWENGE Lucien dit KML, membre du BUREC<\/p><\/div>\n<p>Le premier orateur, Monsieur KASEREKA MWENGE Lucien dit KML, membre du parti politique Bloc Uni pour la Renaissance et l\u2019\u00c9mergence du Congo (BUREC en sigle), un parti politique de la Majorit\u00e9 Pr\u00e9sidentielle a commenc\u00e9 sa pr\u00e9sentation par quelques questionnements notamment\u00a0:<\/p>\n<p>Y a-t-il des probl\u00e8mes en RDC\u00a0? si oui, par qui peuvent-ils \u00eatre r\u00e9solus\u00a0? O\u00f9 peuvent-ils \u00eatre r\u00e9solus\u00a0?<\/p>\n<p>Il a commenc\u00e9 par r\u00e9pondre \u00e0 ces questions lui-m\u00eame en affirmant que la RDC a r\u00e9ellement de probl\u00e8mes et que seules les \u00e9lections peuvent r\u00e9soudre ces probl\u00e8mes\u00a0; les \u00e9lections qui vont r\u00e9soudre ces probl\u00e8mes ce sont celles qui sont en cours de pr\u00e9paration, les \u00e9lections du 23 d\u00e9cembre 2018, elles vont permettre \u00e0 la population de l\u00e9galiser et de donner la l\u00e9gitimit\u00e9 au pouvoir.<\/p>\n<p>Non seulement ces probl\u00e8mes peuvent \u00eatre r\u00e9solus par les \u00e9lections, il a \u00e9galement affirm\u00e9 que les textes l\u00e9gaux d\u00e9finissent les r\u00f4les de chacun pour la r\u00e9solution des probl\u00e8mes, ces probl\u00e8mes ne sont pas caus\u00e9s seulement par la majorit\u00e9 pr\u00e9sidentielle qui est au pouvoir mais tout le monde a une part responsabilit\u00e9 sur \u00e7a qu\u2019on soit opposant ou de la soci\u00e9t\u00e9 civile.<\/p>\n<p>La solution \u00e0 ces probl\u00e8mes ne peut pas venir de la rue mais par le respect des textes.<\/p>\n<div id=\"attachment_3127\" style=\"width: 1034px\" class=\"wp-caption-text\">MUHINDO KATSONGO Georges, pr\u00e9sident de la soci\u00e9t\u00e9 civile de Lubero<\/p><\/div>\n<p>Le second orateur quant \u00e0 lui, Monsieur MUHINDO KATSONGO Georges, pr\u00e9sident territoriale de soci\u00e9t\u00e9 civile de LUBERO, il a affirm\u00e9 que les \u00e9lections ne sont pas une solution aux probl\u00e8mes de la RDC car ces m\u00eames probl\u00e8mes existent encore m\u00eame dans les pays d\u00e9mocratiques tels que les Etats-Unis, la France, le Japon o\u00f9 il y a encore de criminalit\u00e9, le chaumage, l\u2019impunit\u00e9, les violations des droits humains,\u2026<\/p>\n<p>Malgr\u00e9 l\u2019\u00e9tat d\u00e9mocratique de la RDC, il y a encore une crise sociale, ins\u00e9curit\u00e9, et apr\u00e8s les \u00e9lections, il y a un grand d\u00e9nombrement des groupes arm\u00e9s.<\/p>\n<p>D\u2019apr\u00e8s lui, la solution aux probl\u00e8mes de la RDC n\u2019est l\u2019\u00e9lection mais plut\u00f4t la solution est la volont\u00e9 politique et la citoyennet\u00e9 responsable de la population par la participation par la gouvernance active.<\/p>\n<p>Au point de l\u2019impact des \u00e9lections dans la pays ou dans une organisation, il a indiqu\u00e9 qu\u2019elles renforcent la l\u00e9gitimit\u00e9 et la l\u00e9galit\u00e9 des dirigeants, elles renforcent aussi leur cr\u00e9dibilit\u00e9, leur confiance, la l&#8217;engagement citoyen pendant le processus \u00e9lectoral, Congo Peace\u00a0 Network a conclu l\u2019activit\u00e9 en rappelant aux participants que les \u00e9lections sont une opportunit\u00e9 pouvant r\u00e9soudre nos probl\u00e8mes si nous \u00e9lisons les hommes qu\u2019il faut, les \u00e9lections peuvent empirer nos probl\u00e8mes si nous faisons l\u2019inverse, ou si nous choisissons les m\u00eames personnes, ou encore au cas o\u00f9 nous choisissons sur bases d\u2019appartenance ethnique, \u00e0 cause de l\u2019argent et autre bien mat\u00e9riel des
